Spend it where it compounds. A corrected statement of intent is read by every later agent.

Fix what it sees. Correct the intent, then check the heat map that it was read.
Reviewing code scales with agent throughput — the number you are deliberately increasing. Reviewing intent scales with corpus size, which is bounded and can shrink.
